Current Proposed Legislation in the NC General Assembly

Of the 1766 bills created by the NC General Assembly for the 2025-2026 session up to April 9, 2025 I found only four that pertained to immigration. They are as follows:

HB 318           The Criminal Illegal Enforcement Act – referred to committee 3/10/25

AN ACT TO MODIFY ELIGIBILITY FOR RELEASE AND REQUIRE NOTIFICATION OF RELEASE TO IMMIGRATION AND CUSTOMS ENFORCEMENT WHEN A PRISONER IS SUBJECT TO AN IMMIGRATION DETAINER AND ADMINISTRATIVE WARRANT.

SB 153           NC Border Protection Act – referred to committee 3/6/25

AN ACT TO PROTECT THE BORDERS OF THE STATE BY (I) REQUIRING COOPERATION WITH FEDERAL IMMIGRATION OFFICIALS, (II) ENSURING STATE FUNDS ARE BEING USED FOR THE BENEFIT OF PERSONS IN THE STATE LEGALLY, (III) CREATING ADDITIONAL INCENTIVES FOR LOCAL GOVERNMENTS TO COMPLY WITH STATE LAWS RELATED TO IMMIGRATION, AND (IV) PROHIBITING UNC CONSTITUENT INSTITUTIONS FROM BECOMING SANCTUARY UNIVERSITIES.

HB 80             Prohibit LEO W/ICE at Farm/Construction Sites – referred to comm 2/11/25

…preventing law enforcement agencies and officers from participating in immigration enforcement on farmland and construction sites.

HB 78             Prohibit LEO W/ICE Churches/Schools/Hospitals– referred to comm 2/11/25

… preventing law enforcement agencies and officers from participating in immigration enforcement in places of religious worship, elementary and secondary schools, and hospitals.

Since I spent several hours reviewing ALL 1766 bills, I thought I’d share some of the ones I found interesting:

Just to name a few. The other bills I found of interest are below and added here for entertainment and personal interest.

I truly found this exercise highly enlightening. I had no idea how many bills the GA works on during their session.

HB 825           Election Improvements

Prohibit use of ranked choice voting in any election or primary.

Reduce the length of early voting from three to two weeks.

Require for voter identification, last four digits of SS# and voter date of birth.

HB 821           Drivers License Expiration Moratorium

Recognizes the existence of a backlog of drivers who are unable to renew driver licenses in person. Establishes that Class C drivers licenses shall remain valid to establish driving privileges for up to two years after the license expiration date.

HB 812           UNC-Pembrook Presidential Library Funds/DJT

Appropriates $10 million from the General Fund to the Board of Governors of The University of North Carolina for 2025-26 to be allocated to the University of North Carolina at Pembrook (UNCP) to construct a presidential library in honor of President Donald John Trump. UNCP may partner with the federal National Archives and Records Administration to the extent necessary to complete the project. Effective July 1, 2025

HB 807           Strong Public Schools for a Strong NC.

AN ACT TO APPROPRIATE FUNDS TO RAISE SALARIES FOR TEACHERS, TO PROVIDE FUNDS FOR CHILDREN WITH DISABILITIES, TO PROVIDE BREAKFAST AND LUNCH IN PUBLIC SCHOOLS AT NO COST TO STUDENTS THROUGH AN ALLOCATION BASED ON SCHOOL FOOD AUTHORITY EVALUATIONS, TO PROVIDE FOR A ONE-TO-ONE DEVICE REFRESH FOR PUBLIC SCHOOLS, AND TO REVISE THE OPPORTUNITY SCHOLARSHIP PROGRAM.

HB 799           Insure Nondiscrimination in Government

adding a new provision establishing as State policy that State employee hiring, promotion, and training must be without regard to race or ethnicity, religion, or sex and that applications for State employment cannot inquire about race

HB 788           Fix Our Democracy

AN ACT AMENDING THE NORTH CAROLINA CONSTITUTION TO ESTABLISH A NONPARTISAN REDISTRICTING PROCESS

HB 784           Prohibit Assault Weapons

AN ACT TO PROHIBIT SEMIAUTOMATIC ASSAULT WEAPONS AND LARGE CAPACITY AMMUNITION FEEDING DEVICES.

HB 776           NC Religious Freedom Restoration Act

Specifies the intent of the bill to protect religious practices from neutrally applied action from local governments and HOAs.

HB 774           School Breakfast for All

AN ACT TO PROVIDE BREAKFAST TO PUBLIC SCHOOL STUDENTS AT NO COST TO THE STUDENTS AND TO ESTABLISH THE FARM-TO-TABLE INITIATIVE.

HB 712           Universal Income/Pay-it-Forward Fund

Establishes the NC Universal Income Program (NCUIP) in the Department of Commerce (DOC) to incentivize individuals having difficulty finding good permanent employment to volunteer in the community and receive retraining. Establishes the Pay-It-Forward Fund (Fund) in DOC to support the NCUIP. Requires a focus on public-private partnerships, tax incentives, and other methods appropriate to obtain resources required to fund NCUIP and provide volunteer opportunities and employment retraining

SB 657           Keep our coaches act

AN ACT TO ALLOCATE TAX PROCEEDS FROM SPORTS BETTING TO PROVIDE SALARY SUPPLEMENTS FOR ATHLETIC COACHES.

SB 652           Voter Fraud Prevention

AN ACT TO REQUIRE A SPECIAL ELECTION WHEN AN ELECTED OR APPOINTED MEMBER OF THE GENERAL ASSEMBLY CHANGES PARTY AFFILIATION DURING THE MEMBER’S TERM IN OFFICE WITH MORE THAN SIX MONTHS OF THE TERM REMAINING AND TO REQUIRE THE RETURN OF CAMPAIGN CONTRIBUTIONS UPON THE REQUEST OF THE CONTRIBUTOR

S558               Eliminating DEI

AN ACT TO DEMONSTRATE THE GENERAL ASSEMBLY’S INTENT THAT STUDENTS, PROFESSORS, ADMINISTRATORS, AND OTHER EMPLOYEES OF PUBLIC INSTITUTIONS OF HIGHER EDUCATION RECOGNIZE THE EQUALITY AND RIGHTS OF ALL PERSONS AND TO PROHIBIT PUBLIC INSTITUTIONS OF HIGHER EDUCATION FROM PROMOTING CERTAIN CONCEPTS THAT ARE CONTRARY TO THAT INTENT.

SB 452           End Child Marriage

AN ACT TO REQUIRE THAT ONLY INDIVIDUALS EIGHTEEN YEARS OR OLDER MAY LAWFULLY MARRY.

HB 392           Safeguard Fair Elections

AN ACT TO PROVIDE INCREASED PROTECTIONS FOR VOTERS AND ELECTIONS OFFICIALS AGAINST VARIOUS FORMS OF INTERFERENCE WITH AN ELECTION AND TO APPROPRIATE FUNDS FOR CERTAIN PURPOSES.

SB 386           Whiz Kids/Slow Pokes Voter Registration

AN ACT TO ENSURE PROCRASTINATORS THEIR RIGHT TO VOTE BY ESTABLISHING SAME-DAY REGISTRATION ON ELECTION DAY AND TO ENGAGE OVERACHIEVING TEENAGERS IN VOTING BY RECODIFYING THE PROGRAM TO PREREGISTER INDIVIDUALS SIXTEEN AND SEVENTEEN YEARS OF AGE.

HB 380           Conscientious Objections to Vaccine Mandates

Allows a person to attend a college, university, school, or facility without presenting a certificate of immunization upon submission of a written statement of the reasons of conscience and opposition to the immunization requirements.

HB 379           Application for a Convention of the States

Applies to Congress for the calling of a convention of the states limited to proposing amendments to the US Constitution that impose fiscal restraints on the federal government, limit the power and jurisdiction of the federal government, and limit the terms of office for its officials and for members of Congress. Specifies that this is a continuing application until the legislatures of at least two-thirds of states have made applications on the same subject.

HB 371           DMV Materials in Additional Languages

Require the Division of Motor Vehicles to provide an option for applicants to receive the drivers license handbook and take the written test required for licensure in Khmer and each language that is the primary language of at least 2% of the State’s population.

HB 360           Healthy Students – A Nurse in Every School

Require local boards of education to ensure that each school within the unit is staffed by at least one full-time, permanent school nurse. 

HB 358           Hate Crimes Prevention Act

AN ACT TO INCREASE THE SCOPE AND PUNISHMENT OF HATE CRIMES; TO REQUIRE THE STATE BUREAU OF INVESTIGATION TO CREATE AND MAINTAIN A HATE CRIMES STATISTICS DATABASE; TO REQUIRE THE NORTH CAROLINA JUSTICE ACADEMY TO DEVELOP AND PROVIDE LAW ENFORCEMENT OFFICERS WITH TRAINING ON IDENTIFYING, RESPONDING TO, AND REPORTING HATE CRIMES; AND TO REQUIRE THE CONFERENCE OF DISTRICT ATTORNEYS OF NORTH CAROLINA TO DEVELOP AND PROVIDE TRAINING TO PROSECUTORS ON HOW TO PROSECUTE HATE CRIMES.

HB 353           The Second Chance Coding Act

AN ACT TO REQUIRE THE DIVISION OF JUVENILE JUSTICE OF THE DEPARTMENT OF PUBLIC SAFETY TO DEVELOP A PROGRAM TO PROVIDE DELINQUENT JUVENILES COMMITTED TO YOUTH DEVELOPMENT CENTERS WITH AN OPPORTUNITY TO DEVELOP CODING, PROGRAMMING, AND OTHER COMPUTER-RELATED SKILLS.

HB 327           NC Bitcoin Reserve and Investment Act

Authorizes the Office of the State Treasurer (Treasurer) to allocate up to 10% of public funds into Bitcoin (BTC) as part of the State’s long-term financial strategy.

HB 249           Diversity in Pickelball Pilot Program

AN ACT TO PROVIDE FUNDS TO NORTH CAROLINA STATE UNIVERSITY FOR A PILOT PROGRAM IN WAKE COUNTY TO INCREASE DIVERSITY IN THE GAME OF PICKLEBALL.

SB 244           January 6 Riot/Attempt Overthrow of Gov’t

AN ACT TO MAKE IT A CLASS F FELONY TO ENGAGE IN A RIOT OR INCITE A RIOT IN WHICH AN ATTEMPT OCCURS TO OVERTHROW THE GOVERNMENT OF THE UNITED STATES, THE STATE OF NORTH CAROLINA, OR ANY POLITICAL SUBDIVISION THEREOF.

SB 227           Eliminating “DEI” in Public Education

AN ACT TO DEMONSTRATE THE GENERAL ASSEMBLY’S INTENT THAT STUDENTS, TEACHERS, ADMINISTRATORS, AND OTHER SCHOOL EMPLOYEES RECOGNIZE THE EQUALITY AND RIGHTS OF ALL PERSONS AND TO PROHIBIT PUBLIC SCHOOL UNITS FROM PROMOTING CERTAIN CONCEPTS THAT ARE CONTRARY TO THAT INTENT.

HB 171           Equality in State Agencies/Prohibition on DEI

Directs that no State agency can promote, support, fund, implement, or maintain workplace diversity, equity, and inclusion (DEI) (was, no State agencies could promote, support, fund, implement or maintain DEI policies, programs, or initiatives).

HB 124           Adopt Official State Cookie

AN ACT ADOPTING THE MORAVIAN COOKIE AS THE OFFICIAL STATE COOKIE.

HB 89             University Vaccination Act

AN ACT REPEALING IMMUNIZATION REQUIREMENTS FOR PERSONS WHO ATTEND A COLLEGE OR UNIVERSITY IN NORTH CAROLINA

SB 81             NC Time Zone/Observe DST All Year

SB 78             Official Fried Apple Pie Festival

AN ACT DESIGNATING SPARTA’S FRIED APPLE PIE FESTIVAL AS THE OFFICIAL FRIED APPLE PIE FESTIVAL OF THE STATE OF NORTH CAROLINA.

HB 21             Drivers License Designation/Autism

AN ACT TO DIRECT THE DIVISION OF MOTOR VEHICLES TO DEVELOP A DESIGNATION FOR DRIVERS LICENSES THAT MAY BE GRANTED UPON REQUEST TO A PERSON WITH AUTISM SPECTRUM DISORDER.

SB 15             Adopt Bottlenose Dolphin/State Marine Mammal

AN ACT ADOPTING THE BOTTLENOSE DOLPHIN AS THE STATE MARINE MAMMAL

HB 13             Charges for Payments by Credit or Debit Card

…prohibiting persons selling goods or services at retail (merchant) from imposing a charge for credit or debit card payments that is more than the charge the merchant pays to a payment card.

HB 11             No Tax on Tips, Overtime, Bonus Pay Card

AN ACT TO ALLOW AN INCOME TAX DEDUCTION FOR OVERTIME COMPENSATION, UP TO TWO THOUSAND FIVE HUNDRED DOLLARS OF BONUS PAY, AND TIPS.
